A Giant Tortoise in a Tiny Package?

We saw this small 3 x 3 inch package on the street today, and wondered: how do they get a giant Galapagos tortoise in such a small package?

Our curiosity got the best of us, and we flipped the package over to see that it held orthodontic rubber bands for kids’ braces. Not quite sure what the Galapagos giant tortoise has to do with braces …?
